Why the Oldest City in America Floods on Clear Days
St. Augustine has a flooding problem unlike anywhere else in Northeast Florida, and the most surprising part is that it doesn't need a storm. The city reports that roughly 90 percent of its residents live in a floodplain, and as the oldest city in the United States, it carries aging and undersized stormwater infrastructure that was never built for the water it now sees. Wedged between the Matanzas River, the San Sebastian River, and the Atlantic, the city floods on a clear, sunny day when a high enough tide pushes seawater backward into the storm drains and up into the streets. The city estimates these "sunny day" or nuisance tidal floods happen 12 to 16 times a year — salt water in the streets with no rain in the forecast — and officials expect them to grow more frequent as sea level rises over the coming decades.
The water comes from several directions at once, which is what makes St. Augustine so distinctly flood-prone. Normal rainfall coinciding with a peak tide, tidal surge from coastal storms, tropical systems, and overbank flooding from the rivers and tidal creeks all push water into the same low-lying districts. Anastasia Island sits across Matanzas Bay and once buffered the city, but as the island developed, wetlands were filled and trees cut, eroding the natural protection it used to provide. St. Augustine is unusually specific about which areas flood, publishing the same list of concern areas ahead of every king tide event:

- San Sebastian River bridge at US-1 and King Street, and Bridge Street between Cordova and Granada — recurring street-flooding chokepoints.

A History Written in High Water

The Fix Downtown Is Real — and Years Away
The city's answer to the worst downtown flooding is the Lake Maria Sanchez project, called the largest flood-mitigation effort St. Augustine has undertaken. It centers on a new stormwater pump station at the lake's south end on South Street, a flood wall roughly seven feet above sea level around the feeder marsh, upgraded lines on Granada, Cordova, and Bridge Streets, and one-way tide check valves to stop salt water backing up. It's built to protect about 200 acres of historic downtown — Lincolnville homes plus churches, businesses, Flagler College, and City Hall. The catch is timing. The design has sat on the docket since Hurricane Matthew in 2016, and the seawall must go partly on private land, which stalled it long enough that the city filed eminent-domain action in 2025 to secure the easements. Until it's finished — and for every neighborhood the footprint doesn't cover — the water inside a home is still the owner's to pump out and dry.
