Water Across St. Johns County: A Coast That Floods From the Tide In
Water damage in St. Johns County doesn't respect city limits. The same tidal flooding that fills downtown St. Augustine's streets and the same erosion that threatens Anastasia Island reaches up and down a long, low, heavily developed coastline — and the county has been studying exactly how far the threat extends. Its Countywide Flooding Vulnerability Assessment has been mapping high-priority flood areas from Ponte Vedra in the north, through the barrier-island corridor, down past Crescent Beach and Summer Haven in the south, precisely because the water threat is regional rather than confined to one town. For any property sitting low against the Matanzas, the Intracoastal, the San Sebastian, or the Atlantic, the flooding pattern is the same: the tide drives it, the rain compounds it, and the lowest ground takes it first.
The county's geography is its vulnerability. St. Johns is one of Florida's fastest-growing counties, and much of that growth has spread across former wetlands and low coastal flats where the water table sits close to the surface. When a king tide stacks with a nor'easter — as in events where First Coast tide gauges ran one to three feet above normal and the Matanzas Inlet topped four feet above normal high water — the flooding hits many communities at once: the historic city, the barrier islands, the Intracoastal neighborhoods, and the newer low-lying subdivisions inland of the marsh.
The Historic City Floods on Sunny Days
St. Augustine floods without a storm at all. As the oldest city in the United States, its downtown drainage is aging and undersized, and the city estimates it now sees "sunny-day" tidal flooding — high water on clear days at king tide — roughly 12 to 16 times a year. During these events, sea water pushes backward through the stormwater drains and up into the streets, so the flooding comes from below rather than from rain. Davis Shores, low against the Matanzas with around 21 drainage outfalls exposed to the river and Salt Run, is one of the most affected areas, along with Lincolnville and the historic district that flooded during Matthew and Irma. When a downtown building takes on that salt water, drying it out quickly is what limits the damage.
The Southern Coast and the Summer Haven Story
Nowhere shows the county's water dynamics better than its southern coast. At Summer Haven, the Atlantic actually broke through and reconnected with the Matanzas River during a series of nor'easters and Hurricane Sandy's swell, rerouting the river and washing out the old A1A roadbed — an expensive, years-long restoration project followed. Crescent Beach and the Summer Haven area remain among the most exposed stretches, where the barrier is thin and the river and ocean nearly meet. Farther north, Vilano Beach and the North Beach areas along Coastal Highway have their own erosion and overwash history, with surge from Matthew and Irma cutting into dunes and flooding the low blocks behind them.
Defenses That Buy Time, Not Certainty
St. Johns County's coastal protections are real but partial and slow, and any property owner should understand the limits:
- The shore protection project has been paused awaiting property-owner easements, leaving stretches of coast with a reduced buffer.
- The vulnerability assessment is still moving through planning and grant applications — it identifies risk, but identification is not yet built infrastructure.
- Beach renourishment is cyclical, so protection thins between rounds and during permitting and nesting delays.
- Aging drainage in the older coastal communities backs tidal water up into streets regardless of the beach work offshore.
The honest read for any owner — residential or commercial — is that the county's defenses reduce risk and buy time, but they don't stop water from reaching an individual property, and the fixes arrive on a multi-year timeline. A long coastline means that when the water comes, it comes to many places at once, and the lowest, oldest, and most exposed parcels are first in line every time.
Inland Growth Meets Old Water
St. Johns County's flood story isn't only coastal. As one of Florida's fastest-growing counties, it has pushed thousands of new homes west of the Intracoastal into former pine flats and wetlands around World Golf Village, Nocatee, and the St. Johns River basin near Picolata and Riverdale. These low, flat inland areas drain slowly, and when prolonged rain saturates the ground, the water sits for days with nowhere to go — a different problem from the tidal coast but the same outcome for a home that takes it in. The county's drainage and retention systems in these newer developments are modern, but the lowest lots and the older rural pockets along State Road 13 and the river still flood in heavy systems. Commercial and mixed-use property along the US-1, I-95, and State Road 16 corridors faces the same exposure at larger scale, where a single flooded building can mean a long closure. Across the whole county — barrier island, historic city, and inland flats alike — the constant is that the water arrives faster than the public systems can move it, and the lowest ground takes it first.
