That west-side threat is rising lake water. During major storms, Crescent Lake and Dead Lake swell, and county officials have openly admitted there's "nothing in the tool chest" to stop them once they rise. When Milton hit, the county was distributing drinking water on the west side because electric pumps had failed, and prepared to reopen shelters as homes faced flooding from the bottom up. Palm Coast holds far more people than any other part of the county, and it drains on a system most homeowners never think about until it backs up. The city sits on a network of grassy swales feeding into roughly 58 miles of freshwater canals, a design that moves water slowly by gravity rather than pushing it out fast. It works well in an ordinary afternoon storm, but in a heavy, stalled rain event the swales fill, the canals rise, and the lowest lots in the older lettered sections — the B, C, F, and P sections platted decades ago — are the first to see water reach the driveway and then the slab.
