Living on a Shifting Barrier: Water Risk on Anastasia Island
St. Augustine Beach sits on Anastasia Island, a barrier between the Atlantic and the Matanzas, and life on that island means living with one of the most erosive shorelines in St. Johns County. The beach here is held in place by a 50-year federal shore protection partnership between the county and the U.S. Army Corps of Engineers — a project that has placed millions of cubic yards of sand since its first construction in January 2003 and has been renourished roughly every five years since, including a round covering the roughly three-mile stretch from Anastasia State Park south toward A Street. The area around the St. Augustine Beach pier and the oceanfront just north of it is described as the single most erosive point in the entire federal project, which is why crews pile extra sand there each cycle and why it still erodes back fastest.
That erosion is the defining local fact for anyone who owns property here. The barrier island is the front line for the entire region — it absorbs the surge and wave energy that would otherwise reach the mainland — but a barrier island by nature moves, and the buildings on it sit closest to the water that does the moving. Beachfront condominiums line the most exposed real estate on this coast, stacking many units against the shoreline, which is exactly where surge, wind-driven rain, and king-tide flooding concentrate when a storm or a high tide arrives.
Why the Beach Defense Keeps Pausing
The shore protection that's supposed to buffer these properties is neither constant nor guaranteed, and owners should understand the gaps that leave the island more exposed than the headline project suggests:
- The project has been paused over a Corps requirement for 100 percent perpetual easements from property owners in the project footprint — until enough owners sign, sand placement stalls.
- Renourishment cycles get delayed by shorebird nesting — a least tern colony in Anastasia State Park has halted beach operations entirely in past seasons.
- The pier area erodes fastest and has at times been left thin or "high and dry" between placements, a sign of how aggressively this coast moves sand.
- Newly placed sand doesn't protect fully right away — it has to equilibrate as waves redistribute it below the waterline over weeks and months, leaving a window of reduced protection after each fresh placement.
- Between cycles, during easement pauses, and through nesting season, the upland buildings can sit with far less buffer than owners assume.
A Coast That Floods From Both Sides
Anastasia Island doesn't only take water from the ocean. Davis Shores, on the north end of the island closest to the city, is one of the most flood-prone areas in the whole region — it floods from the Matanzas and Salt Run side through tidal backflow, not just from Atlantic surge, and its low elevation means routine king tides push salt water up through the storm drains on clear days. Coquina Gables, the streets near Pope Road and A1A Beach Boulevard, and the low blocks behind the dune line all sit close enough to the water table that heavy rain on a high tide has nowhere to drain. During Hurricane Matthew and again during Irma, the island saw both ocean-side surge and back-side tidal flooding at once — water arriving from the Atlantic over the dunes and from the Matanzas through the drains in the same event. That two-sided exposure is the island's signature risk: a property can be defended against the ocean and still flood from the river behind it. For barrier-island owners, the renourished beach reduces the storm threat from the east, but it does nothing for the tidal water that rises from the west, and the lowest-lying blocks take water from whichever side the tide and rain favor that day. Living With King Tides, Not Just Hurricanes

St. Augustine Beach now sees nuisance flooding on clear, sunny days when a fall king tide lines up with an ordinary high tide, and the city issues coastal tide advisories on a schedule the way other places watch for rain. In October 2024, more than twenty roads across the area went impassable around high tide, and the approaches to the Bridge of Lions on the island side flooded badly enough to close the span to traffic. When a king tide arrives on top of a nor'easter or a steady rain, South Davis Shores, the low blocks near the San Sebastian side, and the streets behind the dune take standing water with no named storm anywhere on the map.
