Strong Coast, Vulnerable Homes: The Flagler Beach Side
The Flagler Beach and Ormond-by-the-Sea stretch of A1A is now protected by roughly $100 million in buried "secant seawalls" — reinforced concrete barriers hidden inside the dunes, engineered to last more than 50 years and to hold through storms comparable to a Category 3 hurricane. Two walls, each about 1.3 miles long, went in after Hurricanes Ian (2022) and Nicole served as wake-up calls. It's a real engineering achievement. But every beachside property owner should understand what it does and doesn't do: those walls protect the highway and the dune line — not the homes behind them. As one county commissioner put it bluntly, a seawall only works if there's still a beach in front of it, and the beach goes away first.
That distinction is everything on the Flagler Beach side. The walls hold back catastrophic dune collapse, but Flagler Beach's lowest streets — South Flagler Avenue, Lambert Avenue, Palm Drive, South 23rd Street — have repeatedly taken water into garages and homes even in storms the seawalls handled fine. The barrier strip is narrow, with the Atlantic on one side and the Intracoastal on the other, so water arrives from both directions: surge and wind-driven rain from the ocean, and tidal backup from the Intracoastal behind.
The Renourishment Reality
Flagler County is moving toward a roughly $35 million beach-and-dune restoration — about 1.5 million cubic yards of sand along 5.5 miles from Varn Park to North 7th Street. The county received four bids, with the low bid coming in near $39 million; to fit the budget, staff cut the sand placement from 1.8 million down to 1.5 million cubic yards. The logic is sound: a wider beach absorbs wave energy before it reaches the dune, far cheaper than seawalls, which one commissioner noted cost roughly ten times as much and still need a beach in front of them to survive. But it's years-long, contested by easement holdouts, and was delayed near Beverly Beach by a seawall collapse that has to be repaired before sand can be placed. Even the county's best defense protects the shoreline, not the buildings behind it, and arrives on a multi-year timeline.
The Easement Problem That Stalls Protection
The restoration can't simply be built where the county wants it. Roughly 17 oceanfront property owners — down from about 30 earlier in the year — still haven't signed the easements needed to place sand in front of their lots, and most sit near the secant wall. When those easements go unsigned, the dune line is built with gaps, and engineers have warned that every gap reduces the protective benefit of the whole project. In practice a low street can sit directly behind a stretch of shoreline that never got its full dune, simply because one or two neighbors up the block declined to sign. On this strip, the strength of the dune in front of your block can come down to your neighbor's paperwork, not the storm.
A Beach That Keeps Washing Away
The harder truth is that this shoreline doesn't hold sand well. The county's own coastal engineer has described Flagler Beach as "sediment-starved" — a beach without enough sand moving beneath the surf to stay healthy on its own. After a Nor'easter tore through in late September, the damage was severe enough that the Army Corps of Engineers invited the county to apply for an emergency renourishment of a 2.8-mile stretch it had rebuilt only the year before, leaving the seawall exposed in roughly 15 places. Officials have warned a newly poured beach here may need two or three successive renourishments before it sets in. The takeaway for a beachside owner is blunt: the sand out front is temporary, and its protection can be undone in a single storm season.
Where the Coast Floods Worst
The most exposed pockets along the Flagler coast are well documented:
- South Flagler Avenue / South 23rd Street — lowest-lying, repeated garage and home intrusion.
- Lambert Avenue and Palm Drive — among the first to take water in surge and heavy rain.
- Beverly Beach / Camptown area — renourishment delayed by seawall repair, leaving a gap in protection.
- Marineland Acres — chronic standing water; even a planned drainage fix with assessments up to $680 a year for 20 years would cut flooding only partially.
- The Hammock (north of Flagler Beach) — low coastal road and homes between the Intracoastal and the ocean, and the neighborhood now facing a special assessment to help fund the very renourishment meant to protect it.
What makes the Flagler coast distinct is the combination of a moving shoreline and a thin barrier. The seawalls and the planned sand buy time against the ocean, but they do nothing for the tidal water that rises from the Intracoastal behind the homes, and the lowest blocks take water from whichever side the tide and storm favor that day. During Ian and Nicole, dune erosion undermined some oceanfront structures entirely, while just behind them the low streets flooded from standing rain that couldn't drain against a high tide. For a property owner here, knowing whether the exposure is ocean-side, Intracoastal-side, or both is the single most useful piece of local knowledge before the next storm season.
